PAIA Manual
This PAIA Manual is prepared in accordance with section 51 of the Promotion of Access to Information Act 2 of 2000, as amended, and is intended to assist requesters seeking access to records held by Issuedeck as a private body in South Africa.
Purpose of this Manual
The purpose of this manual is to set out the categories of records held by Issuedeck, the process to request access to those records, and the basis on which such requests will be considered under PAIA.
This manual should be read together with the applicable PAIA regulations and the guide issued by the Information Regulator.
Records Available
Categories of records may include corporate records, commercial agreements, financial records, product and operational documentation, compliance materials, employment records, and records required by applicable law.
Availability of access depends on the nature of the request, whether the record is required for the exercise or protection of a right, and the grounds for refusal or limitation recognized under PAIA.
Request Procedure
A requester seeking access to records of a private body must submit a request using the prescribed PAIA request form and provide sufficient detail to enable Issuedeck to identify the requested record.
Issuedeck may require proof of identity, proof of authority where a request is made on behalf of another person, clarification of the request, and payment of any prescribed request or access fees before processing.

Grounds for Refusal
Access may be refused where disclosure would infringe privacy, confidentiality, legal privilege, safety, commercial confidentiality, mandatory protection duties, or any other protected ground recognized under PAIA.
